As one indispensable enterprise management method, performance assessment is an important way in measuring the performance outcome that brought by how productive forces handle the means of production. And it is also an important part of enterprise human resource management. As enterprises become an important part of national economy gradually and competition among enterprises growing, using performance assessment to identify every employee's contribution to the enterprise and the improvements behind it during the process of company management will greatly help improve enterprise's soft power and enhance it's competitive superiority.From1983when the first labor law textbooks published to2011, during the short30years, human resources management has turned into relatively systemic professional management from traditional labor personnel management. Under the influence of western human resources management theory, books about human resources management, especially performance assessment spring up like mushrooms. Moreover, performance assessment becomes a hot topic that enterprise human resources care much about. Management circles and academic circles also obtain great achievements. However, as for the use of performance appraisal methods, there are seldom researches about its concrete application in Chinese enterprises, especially SMES, combined with China's national conditions.Considering this, based on learning all kinds of theories related to performance evaluation, this essay mainly studies some famous performance theories and commonly used evaluation methods; starts from the actual situation of Wangma Electric Power company synthesizes the weak points of present evaluation system, staffing structure, enterprise culture development and other factors; uses example explanation to explore the feasibility of performance assessment about Wangma's power management employees, study and design it's management employees' Performance evaluation scheme. We hope that by designing and carrying out this scheme, the management employees can give full play to their initiative, eliminate the unnecessary management hidden troubles of evaluation, reduce the draining rate of management talents and attract more management talents to join Wangma, so as to carry forward the sustainable management business philosophy of Wangma.
