Many national policies were set to restrict the small thermal power generators, which largely optimize the thermal power structure. However, the discordance of the construction of power networks and power source were exposed in the snow disaster in 2008 in China, and wasting of resources caused by the policy of "one size fits all" towards small thermal power generators was revealed. In this paper, an optimization model was established based on part of small thermal power generators as emergency storage coping with large-scale blackouts caused by natural disasters, the value of lost load was quantized by using Input-Output Model and FAHP. The model was performed by using Matlab, and the results showed that 73.8% of the small thermal units and 35.1% of the heat units should be closed down, with reducing the emission of SO2, TSP as well as coal burning 46.6%,46.8% and 50.2%, respectively, while maintaining the other units could guarantee the emergent electricity of the area in the case. The model provide technical support for energy saving and emission reduction in an area, and the stability and efficiency of the small thermal power generators were illustrated by the optimum results, thus they could be one of the transitionally effective emergent measures for power delivery system in face of the large-scale blackout caused by natural disaster in our country.
