Study On Land Utilization Potential Assessment Of Jilin City Based On Cadastral Information System

As urban size kept expanding, in the field of land research it becomes a hotspot currently to improve land utilization efficiency, to promote urban structure optimization and to increase the benefit of urban land utilization. On the other hand, as the Cadastral System becomes more and more important in land management, it is urgent to combine Cadastral System and the research of intensive land utilization. Relied on the pilot project of territorial resources investigation Urban Land Use Status Quo and Potential Survey of Jilin City, which is launched by Ministry of Land and Resources, based on home and abroad related theories and information offered by Cadastral System of Jilin City, this paper counted up, analyzed land use status by taking blocks as units and then evaluated its potential and discussed the application of the achievement, so as to offer references for rational land use and efficient management. Research results show that:(1) Research area's acreage is 132.58 km2, with 39885 pieces of land parcels. Industrial and mining warehouse land has the largest proportion of 28.66% among all kinds of construction land. All kinds of land show a circular tendency. Business land, residential land, land for public management and service and transportation land centralize internally, while industrial and mining warehouse land and other kinds of land centralize externally. Comparing with Urban Land Classification and Construction Land Planning Standards, the industrial land proportion of Jilin City is above national standard of 25%, the urban construction land is 93.16 m2 per capita, which belongs to levelâ…¢in Standards.(2) The comprehensive building density of the research area is 14.9% and the comprehensive plot ratio is 0.44. 85% of the land parcels is with building density under 30%, 90% of the land parcels is with plot ratio under 1.0. Business land has the highest intensity of land utilization among all kinds of construction land, its average building density is 41.87% and the average plot ratio is 1.671.(3) From 1998 to 2007, GDP increases from 9.75 yuan/m2 to 15.57 yuan/m2. GDP of Jilin City in the year 2007 is at a middle level comparing to the City of Changchun, Siping, Songyuan and Tonghua, which is however at a obvious low level when comparing to developed domestic or cities such as Nanjing, Hangzhou, Beijing, Wuhan, New York, Tokyo and London.(4) Taking blocks as units of potential evaluation can ensure the integrity of evaluating information, retain the advantage of parcel evaluating and also avoid the distortion of land use intensity, which is brought by the subdivision of cadastral parcel in Cadastral System of Jilin City. Taking comprehensive economic floor area ratio contrast method to evaluate land utilization potential. Lower limit of land's rational utilization is determined by economic floor area ratio, the upper limit is gained from the modified value of control planning.(5) In Jilin city, land with no capacity account for 39.17%, unutilized land account for 8.43%, low used land account for 22.72%, rational used land account for 29.52%, excessive used land account for 0.16%.From the spatial distribution, low used land is located in external circle such as Northeast Dianli University, Fengman Science and Technology Park, East Mountain Park, Jiuzhan Development Area, ShiJinGou ect. Unutilized land is centralized in periphery of study area. Farmland, which is around East Mountain, Jiuzhan Development Area and Deer Farm, is the main resource of land use horizontal potential.
