The Potential Analysis On Land Use Of Rural Residents Based On The Urban Cadastral Investigation

According to the two papers from Ministry of Land and Resource, which are The PolitNotice about Implementing Urban Current Land Use Status and Potential Survey on Year2010and The Polit Implement Plan about Urban Land Use Status and Potential SurveyProject, the town of JiaoBei,the city of JiaoZhou takes YueTou tun, the village of Hou Bailan,the village of BaiLan, the village of Bei Zhaojia, Xiao Goudi,the village of Wa Wu, the villageof Lia Jia, the village of WangJia and the village of BeiYu jia as a polit unit.The paper analyses the current land use situation of the ten rural residential areas, the landuse type is divided into three types: farmland, construction land and unused land. The totalfarmland of the ten rural village is77353.98m~2, accouting for8.73%of the total land area.The total construction land area is791103.61m~2, accounting for89.33%of the total area; Thetotal unused land of the ten rural residential area is17169.36m~2, accouting for1.94%of thetotal area. Urban cadastral investigation data calculation shows that rural residents averageconstruction land area is148.28m~2per person; average living area is276.81m~2perhousehold, which all exceed the stardard100m~2per person and166m~2per householdregulated by Land Adminstration Law of the People’s Republic of China implemented inShanDong Province. The average building volume rate and average building density are0.45and0.44. Though it has a certain rationality,from the perspect of implementing ShandongConstruction Land Intensive Use Control Standards, They can be improved to a certain extent.In addition, other rural residents have a certain amount of idle land except Yue Toutun. Thetotal area is17169.36m~2, accouting for1.94%of the total land area, which results in thewaste of land resource objectively. The degree of intensive utilization of land use can beimproved from land use structure and land use intensity. Rural resident land use has a certainpotential to explore.In terms of land use structure, on one hand, ten rural residents have173865.47m~2potentiaarea when taking166m~2/household as the standard. The tidy potential ration is19.63%. Onthe other hand, there are free land including cultivated land, garden, facilities for agriculturalland and idle land in rural residents, which is another way to adjust the land use structure. Thetotal free land is80189.92m~2and the tidy potential quotiety is9.05%. The total potential of adjusting land use structure is254055.39m~2，and the potential quotiety is28.68%.In terms of land use intensity, we take0.5and0.8as the low and high target for buildingvolume rate which is implemented from ShanDong construction land intensive use controlstandards. The total tidy potential area is78167.45m~2(low target) and380964.76m~2(hightarget), and the potential quotiety are8.83%and43.02%.Regardless of land use structure or land use intensity, rural residents have great tidy potential,which illustrates the land intensive utilization degree is unreasonable. Finally the paper putsforward the questions in rural residents and takes countermeasures for land intensive use.There are four questions of land use in rural residents. First, the living area per household isbigger than the standard, sometimes one has many houses. Second, the construction land perperson is large. Third, the intensity of land use needs to be further improved. Last but not least,there are idle land in rural residents. The countermeasures are as follows: tidy rural residentvigorously and improve land use efficency; control land use size strictly and plan ruralconstruction scientifically and reasonably; speed up the construction of the centre village andimprove rural living environment; strengthen the land use potential survey used in theincrease and decrease linking policy; perfect the rural living household management laws andregulations and the last is strengthening institution construction and making enforcement andmanagement strictly.
