Study On The Evaluation Index System And Model About Innovation Ability Of County-territory

County as the most basic administrative units in China, has a history of 2700 years . After two thousand years of development, the county has become a relatively independent of the main areas with local characteristics.County economy as the most basic economic unit, which is an important part of our national economy.There are 2862 regions in county administrative (except for Hong Kong SAR, Macao SAR and Taiwan Province). the total square of county is 8.96 million kilometers, accounting for 93% of the country land area; the population of county is 915 million, accounting for 70.4 of total population; County Economic GDP was 7.71 trillion, accounting for 56.31%.As China began to involve in the globalization, a large number of advanced production factors are the flow of medium-sized cities and developed coastal areas, the eastern coastal areas rise rapidly, various regions development more and more uneven.In the current intense competitive environment, innovation has become a key factor restricting economic development, and also a source and power of economic development. To improve the competitiveness of the county economy, we must look for the development of innovation and constantly improve the innovation ability of the county.Only when innovation capacity of the county improve,the county economy should in order to get rid of extensive growth model, improve energy efficiency, optimize the industrial structure,and promote industrial upgrading. Ultimately,we can improve the county economy's competitiveness in the market to raise county people's living standards, narrowing the gap between county and city, to promote balanced growth of the national economy.There are lots of Chinese government officials, experts and scholars, who are committed to the regional economy and regional innovation capability and so on. Due to the different historical, geographical and climatic conditions in different regions, different development will form a unique economic structure and industrial system after a long-term.Only when distinguish between different research in different areas, we can in order to achieve the effective and objective results of the study. It is worthy to pay attention to that the regional innovation ability is neither technology nor technology competitiveness. A strong science technology of an area does not mean a competitive ability of technological innovation, while the innovation is the decisive factor of a regional long-term development capacity.The regional county is a kind of region according to the meaning of the regional concept. The county economy also has the general characteristics of the regional economy. When study on the innovation capacity of the county ,we can learn from and research of regional innovation.However, due to the different geography, history and social customs in different counties, so we should take into account the unique features of different counties when we analyze innovation capacity of the county . After the analysis,we can get an objective analysis of scientific results.This article uses regional economics, industry economics, technology and other theories about economics and statistics, based on the theory and methods exist to construct a county innovation ability evaluation index system and model.Finally, get the results based on the county of Jilin Province.First, analyze the background and significance of this study. There is a large number of rural population and also much land area in the county of China.The development level of the county restrict the national economy.So the development of the county is very important.Then, the economic development is inseparable from innovation,because it is the engine of growth of the national economy. Then, stuty on the domestic and foreign scholars. As the main target of experts and scholars is focused on the study of regional innovation capability, the innovation capability of the county not invovled. This article is in the perspective of innovation capability in the county,then put forward the innovation, framework structure and method of lines of this paper.Second, analyze the two aspects of this research,such as the theory of regional innovation capability and county economic theory. According to the definition of the region, the county is a kind of region, so the county innovation and regional innovation capability has a certain similarity. We need to notice this in the theoretical analysis,and also think over the particularity in the long history, culture and custom of county. Therefore, the differential analysis of the regional innovation capability and the county innovation capability is necessary.Third, based on the the related theoretical analysis above, in according for certain principles of index system, build the index system and model of innovation ability. I refer to the authoritative evaluation system of some experts and scholars,and then analyze and learn from the principles and standards when they select the index. Then I should think about the operability of the index in the choice of indicators. As the county economic indicators is rare, there is a embarrassing situation of countless documented if you do not consider operational issues. Therefore, this article analyze the various aspects of the system systematicly.Then build the index system and model of innovation ability from four parts:innovation input, innovation output, innovation environment and economic performance.At last, I choose a more scientific and objective method to analyse the data.And then operate the data in the SPSS software.Finally, we have an empirical analysis in Jilin Province. According to the data in the Statistical Yearbook of Jilin Province, use the data about creative ability of the 40 counties in Jilin Province to analyze. After the statistics of the original data, there are 22 provinces which lack of the corresponding data on innovation.So there is only 18 counties which have innovative data for analysis.According to the results of the analysis, this text propose several innovative policy proposals to increase the innovative capacity of county, hoping to play a good role to the government and enterprises.
