The Evaluation Research Of Shenyang International Special Machine Tool Equipment City Innovation Ability

Since the nineteen eighties, industrial cluster as a new form of industrial organization has got rapid development in the world, being a kind of trend of development. Shenyang international special machine tool equipment city complies with the development trend of the industry, and has formed the industrial cluster, industrial cluster’s vitality of the development comes from the innovation ability of industrial clusters.In order to guide the rapid development of Shenyang international special machine tool equipment city, this paper studies innovation capacity of Shenyang international special machine tool equipment city.Firstly, by summarizing the connotation of innovation capacity, the industry cluster and its innovation ability theory, this paper gives an insight into the evaluation method and the measuring method on innovation capacity of the industrial cluster, so as to find the research method. Secondly, through surveying the innovation condition of Shenyang international special machine tool equipment city, and using for reference to innovation measure framework from Oslo manual-the guide of the innovation data acquisition and interpretation(third edition), this paper builds the evaluation index system about innovation capacity of Shenyang international special machine tool equipment city, and the index system has three-class structure divided into criteria layer, first-class index layer and second-class index layer, including four criteria, eleven first-class index and forty-seven second-class index. Thirdly, according to this index system, this paper designs a survey questionnaire to collect the data from Shenyang international special machine tool equipment city, and then conducts the reliability and validity test on the collected data, measures innovation capacity of Shenyang international special machine tool equipment city by ANP method, to get the evaluation value and to verify the effectiveness of the index system. Fourthly, according to the evaluation standard above, this paper evaluates innovation capacity of Shenyang international special machine tool equipment city in depth, it can be found that the innovation capacity is in the general level, and presents the rising trend. Finally, combined with the actual condition, this paper finds out the factors affecting innovation capacity of Shenyang international special machine tool equipment city. Thus from three aspects, the firm, Shenyang international special machine tool equipment city and the government, this paper gives some policy suggestions to improve the innovation capacity of Shenyang international special machine tool equipment city.
