The world of communications has become more deregulated and internationalized in the past decade. Industries such as communications, information technology and media come together, offering new information services, and leading to new alliances and international competitions at the same time. It will require much higher level service engineers. Nowadays, there is no uniform definition of service engineer in communication industry, and the related research is even little. So this paper created a new research perspective, the research ideas, methods, theory and development modes of this paper will enlarge areas of talent research.This paper according to the theory of human resources development based on the human capital analyses recruitment, training, motivation and performance appraisal in human resources development mode. This paper establishes the service engineer competence evaluation model by expert interview and survey questionnaire. Not only 15 service engineers' competency evaluation elements are founded, the competence level of service engineers is also analyzed by this paper. And the paper discusses the application of the competency model of service engineers in human resource development.This paper introduces three service engineer cultivation models for Chinese communications industry based on the theory of human capital, they are multiple school boundary model, "H" type model and certification pyramid model. It will solves the problem that the capability of service engineers can not satisfy the demand of communications industry, and the three cultivation models will give a fresh thinking for the training project of service engineer.
