Core competence is the crucial factor affecting enterprise development and expansion, and it is the motivation of both effective combination of internal resources and external environmental conditions and enterprise's sustainable development. As the source of core competitiveness of enterprises, human resources is the basis and the most important resource of the core competitiveness of enterprises. Human resource management of enterprises has become the engine of development, cultivation of the core competition of enterprises has a decisive influence. To survive and develop in the fierce market competition, enterprises must attach great importance to human resources management, establish and improve human resources management system. In this paper, through a large number of data, examples, analysis of the Jinchang City Hydropower Engineering Bureau of human resources management present situation and the existence question, made Jinchang City Hydropower Engineering Bureau of human resources planning, put forward to constructing the core talent management model of Jinchang city building and Hydropower Engineering Bureau of the core competitiveness of the plan and its implementation, namely through the posts, evaluation mechanism, salary management, incentive mechanism and other measures to enhance the level of human resources management.
