| Nowadays, with the rapid development of economy and urbanization,every region was motivated by a rapid economic increase, over-development and over-competition, have caused many negative effects including the loss of land, the deterioration of the ecological environment and so forth. In order to balance and coordinate population, economy and sources, and reverse the deterioration trend of ecological environment, the State Council has issued the Planning of Main Functional Areas in the Whole Country on 8th June 2011. As the first planning for the special development of the national territory in China, it has proposed that given land space should have one main function. Based on the carrying capability of the sources and environment, present development density and development potential in different areas, this Planning has divided the national territory space into four kinds of main function areas including optimizing development zone, key for developing zone, restricted developing zone and forbidden developing area, where restricted developing area is divided into agricultural producing and ecological function areas. This article is mainly about discussing ecology restricted developing area. This new functional zoning for land made a complementary and improvement to land-use planning and enriched the China’s current spatial planning system.Firstly, based on the analysis of the concept of main functional areas and land-use zoning, this article explored the links and the differences between the two zoning systems in terms of contents, action, methods as well as spatial scales, and profoundly revealed the relationship between the two zoning systems.Secondly, after summarizing reference and data, this article compared the concept and the basic characteristics of the four main functional zoning methods, explored the characteristics of restricted developing areas and land-use strategies, and proposed ―environmental friendly‖ ideological guidance for the utilization of study area.Then this article combined the environmental friendly evaluation of land resources and the evaluation of restricted developing areas, based on principles of ecological indicators give priority to economic development, on the basis of fully considering the limit development zone development strategy, a township(town) as the basic unit, and construct the environmental friendly land-use evaluation index system of restricted developing areas. The criterion principle level of town-level index system also consists of four indexes including natural condition, land use condition, land environmental pressure and social condition, which is compromised through selecting 20 indexes.Finally, this paper takes Alxa region in Inner Mongolia as an example to make a research of environment-friendly land use zoning in restricted developing zone. In the first part, the author selected the economic and social environment indexes of the 24 towns in Alxa League in 2013, it has horizontally compared the environment friendly condition in different towns and found out the difference. In the second part, according to the evaluation results, and the use of deviation in the system clustering analysis method of sum of squares, the researched area has been divided into five areas: concentrated farmland conservation area, concentrated town area, restricted developing area, other agricultural developing area and independent factories and mines area. In the third part, the author design the corresponding land use patterns, with combining the result of the partition and adjusting measures to local conditions. In the fourth part, contrast with Alxa existing land-use planning and then evaluate the affection of land-use zoning method which proposed by this article. The researching result has certain theoretical and actual significance in guiding the highly effective and sustainable use of the land in Alxa League in Inner Mongolia. And it also can function as a mirror for the environment friendly land use in the other restricted developing area. |
