Study On General Land Use Planning Amending At The County Level Of Shanxi Province

This article is used to analyze land management and economic region division for YintaiDistrict. A land usable assessment is created, according to classify recent reported total quantity of constriction land and modification plans for the land for Yintai district Tong chuan city, Shaanxi province. This assessment indicates in recent three years, project always leading modification plans, and the frequency increases significantly when the deadline is nearby. A large amount of investment is put in the infrastructure construction, especially in a weak economy, to push local economy. Those construction mainly made by road and travel category. Therefore, a land supply exceed demand has been forming in current situation. Besides that, the economy development plansand investments allocated not equally through districts. In addition to that, there are frequent relations between the economic activities and modification plans.Based on the analysis of reasons for amend constriction plans in the middle of implementation, the frequent modification is caused by unclear project guidelines. The proposal is not properly reflect the macroeconomic regulation and control. The local government put effects to supply land to satisfy economic project development, however, the lack of attention to national land use master plan lead to frequent amend projects guidelines in the middle of construction. Therefore, a more efficient land usage assessment proposal needs to be created.A recommendation is created based on recent construction project study. This recommendation suggest use scientific compilation, flexible model, and, dynamic change method to analyze each project. Based on the negative influence of outside economy, a stricter proposal condition, dynamism propaganda, supervisory legislation, and system of rewards and penalties are required. Therefore, the need for modification construction project is cut form the beginning.
