A Research Of China's Economic Housing System

Economical housing system is a kind of indemnif icatory and welfare assistance from the government in order to solve the housing problem of the low-income groups. The proposal of the system presents our social equity and is of great significance. Since the system is still on its starting stage, lack of related theories and law fundamentals, there lead to deviations, problems and extensive controversy in the implementation process of the local government. Considering the above problems, we take Changsha as an example to make sample investigation on its development status and existing difficulty in the field of economical housing. According to these problems, we have made an in-depth analysis and put forward some suggestions.This thesis includes five parts. In the first part which is an introduction of the theoretical bases, we begin our analysis on necessity of economical housing with Equity Theory. Then we investigate the causes of economical housing problems with Governmental Failure Theory. It is mainly because of the implement policies of the government, not the proposal of economical housing. At last, we give some recommendations on development of economical housing on the basis of Housing Filtering Theory.The second part is about the data obtained through survey of economical housing problems in Changsha. The problems of economical housing are as the follows, over-size apartments, remoteness of the locations, rent-seeking activities, subsidy issues, and low services on property management.The third part is a profound analysis against the existing problems.The forth part is an introduction of theoretical and practical experiences on housing support in developed countries and districts. We can learn from them.The fifth part is mainly a presentation of our suggestions against the problems according to their causes.
