Housing Security System Research Of The Mid And Low Incomes In The Town

Housing, especially the housing of low-income people, has long been a complicated social issue. It can be reflected in Mencius’s saying of "Making home available for all people" in ancient times and the various kinds of housing security systems at present. After the establishment of New China, the housing system changes consequently from the one relying on planned welfare distribution into the one as social security with the change of economic system from the planned one into the market one with socialist characteristics. What housing security system can protect the interests of medium and low-income people with the real needs for houses effectively is problem confronting the state and government. Under the pressure of high price of commodity houses, there are a lot of people in cities and towns without the capacity of affording houses-the medium and low-income people. The supply and demand relation of such people is complicated, with high mobility and uncertainty, and the supply capacity of the state and government cannot meet the actual needs. Such factors are disturbing the housing order of the real estate market in China, affecting the normal life of citizens to some extent and harmful to the sound development of the market economy of China. Therefore, it is must to establish a housing security system fitting for the actual conditions of China.This research is divided into six parts in structure. Part one is a literature review of present researches at home and abroad and a summarization of basic principles. Part two is a review and summarization of the development process of housing security system of our county. Part three is an analysis on the present conditions of the three housing security systems in Wuhan City. Part four is about the experience of foreign countries and Hong Kong in the handling of problem of security housing supply and demand and the revelation got thereupon. Part five is to review and draw on the advanced experience at home and abroad, and put forward suggestions on housing security system fitting for China based on a summarization of the experience above. Part six is the conclusion the writer made as well its inadequacies.Under the background of the development process of Chinese housing security system and the present security system, taking Wuhan city as the case of empirical study, the research analyzed its present conditions, pointed out its inadequacies, and put forward appropriate suggestion in the building housing security system of Wuhan city by drawing on international advanced experiences to better protect the interest of vulnerable people for security housing, maintain the stability of real estate market and promote the sound operation and coordinate development of social economy. Therefore, under the precondition of sticking to several principles of housing security system, the writer put forward suggestions on the perfect legislation for housing security system in Wuhan City, even in China, management on objects to be protected, financing channel, supply system, cooperation model and the perfection of disadvantages in security housing system of Wuhan city, etc. The suggestions above are not only a summarization of security housing system of medium and low-income people in cities and towns, but also an addition to and assumption of housing security system.
