China Independent-Innovation-Oriented Public Science And Technology Management System And Framework Ideas Study Based On Evolutionary Paradigm

In 2006, China established formally independent innovation as a national development strategy.As a new proposition, independent innovation becomes the focus of all society .In Evolutionary economics, institution and government are significant for innavition, developing countries have advantages of backwardness and overtaking is not just connected to technology, but also ideology and institution.Therefore we analyze independent innovation within the context of national development strategy.Based on analyzing ideology and institution of neo-classical and evolutionary paradigm comparatively, we present that China public science and technology management system needs to transform paradigm——from the neo-classical to the Evolutionary, and independent-innovation-oriented public science and technology management system is necessary condition for the innovation and development strategy.In the last, we study the framework ideas of independent-innovation-oriented public science and technology management system.The paper is divided into five main parts:literature review, the comparison of ideology theory, the comparison of institution concept, analysis of independent-innovation-oriented public science and technology management system and framework ideas.In the first chapter, we present that independent innovation are necessary and significant for a national strategy based on the correlative researches at home and abroad, and explore the inherent links between institution, the state and the independent innovation. In the second chapter, we compare the theory of ideology from the neo-classical and the Evolutionary perspective in two parts——concepts, content and influence on economic system.In the third chapter, we compare institution concept of evolutionary paradigm to institution concept of neo-classical paradigm in two parts——connotation, institution concept and innovation.In the four chapter, we analyze public science and technology management system of neo-classical paradigm, present a new paradigm to study public science and technology management, and backdate the evolution of public science and technology management system. In five chapter, we present framework ideas of the independent-innovation-oriented public science and technology management system.
