With the rapid development of science and technology and global economic integration, the competition of the modern enterprises becomes fierce day by day. It is especially important to establish and promote enterprises' core competitive ability that formulation and implementation of enterprises'development strategy, the strategy research based on the scientific evaluation of external macro and microcosmic environment, it is very significant to business enterprises develop strategy that Changes in the macro environment. And the macro environment of enterprise includes political economy, legal environment, technology environment, social culture environment and the natural environment. The micro environment includes industry nature and competition, consumers, suppliers, middlemen and interest groups; it helps the enterprise strengthen the defensive measures to analyze the opportunities and the pressure of competition in the industry. This article consists of four steps. Firstly, analyzing the external environment by PEST method to show the opportunities and threats faced by the enterprise. Secondly, analyzing advantages and disadvantage of the enterprise by Michael Porter's Five Forces Model, and then gives several strategic combination through SWOT method, and namely: SO strategy, giving play to strong points and using the chance; WO strategy, take advantage of opportunity to reverse disadvantage's strategy, avoiding threats by using advantages; WT strategy, reducing disadvantages and avoiding threats. Then, through quantitative analysis, the article made a choice of the feasible strategy to guide the long-term development of the enterprise from several strategic plan. And finally, according to the strategic plan, the article developed the measure of how to implement this strategy and control.
