As China's civil air transport industry, the continued rapid development of the aircraft fleet is rapidly expanding, the corresponding civil aviation needs of the maintenance personnel increased significantly. To S airline, for example, the maintenance personnel each year in the number of recruits is about 400 in the last three years. However, in the maintenance personnel recruitment and selection, because of the backwardness of human resource management, quality of personnel evaluation system has not been established, which resulted in many shortcomings. Some of the new employees after training were found not suitable for aircraft maintenance work, and form a human level does not match the situation in which the safety of airline operations, efficient operations and maintenance personal career development is adversely affected.Because the work of civil aviation maintenance personnel due to its special duty, which is the major responsibility of aircrafts, so how to select the outstanding employees and their ongoing human resources development and management have being gradually paying attention to the various airlines. In this paper, on the base of understanding the characteristics of the maintenance, following the guidance of the competency model theory the first aim is building S airline personnel competency model, and uses it as a platform in personnel evaluation under the direction of the related theories and literatures, as well as carry out the actual evaluation. The evaluation's results will be compared to the assess performance in order to verify the validity of the evaluation system.This paper aims to establish the maintenance personnel competency model and develop and sum up a set of scientific and feasible evaluation system to help in understanding the recruitment of new personnel fast and accurately,then the airlines can clear-cut all aspects of the quality of personnel as soon as possible clear whether the personnel have the competency required for the maintenance, it is beneficial to improve the accuracy of recruitment, thereby saving training costs and shorting the training cycle and improving the airline's value as a human resources and economic efficiency of airlines.
