Urbanization is an inevitable tendency in social development. It is not only a very important sign of regional modernization level also a key method to boost the ecomomy. In recent years, along with the continuously fast development of Shaanxi economy, per capita dispossable income of urban residents increased steadily, the city numbers also increased greatly. Moreover, the non-agricultural population proportion has successively broken new records. In one word, the Shaanxi's urbanization level has been greatly improved.However, the urbanization development level in Shaanxi province is unbalanced. There are obvious urbanization level differences between the norh part, the south part and the central part of Shaanxi province. Even in each part, different cities have different urbanization levels.To get an further understanding about the regional urbanization differences, seven representative factors are selected to describe the differences conditions. Based on the calculation results of extreme slip and variation coefficient, the comprehensive model which is used to describe the urbanization development level is got. This model is composed of five urbanization related factors, each factor has a positive weight in the model.Unbalanced urbanization may cause serious social problems in many aspects, such as housing, environment, public service, etc. Reasons why there are huge urbanization differences in Shaanxi have been summarized from couples of aspects, such as historial factors, geographic reasons, etc. According to the urbanization features and weakpoints of the north part, the south part and the central part of Shaanxi province, many feasible proposals and methods are brought forward in the end.
