Research On Effects Of Government Expenditure For Agriculture In Hebei Province

From the aspect of practice of economic development, the governments have taken measures to support industry, to accumulate for the industry in the beginning of industrialization,; When industrialization has reached a considerable extent, the governments began to take measures to support agriculture, change into the stage of cities supporting countrysides. At present, China has reached the stage of industry supporting agriculture, cities supporting countryside. Constructing socialism new countryside timely, bringing the counteraction of industry to agriculture into play, establishing a new type of coordinated development of urban-rural relations, are important to promote rural economy and social prosperity. Since 2004, the central government introduced seven first documents about agriculture in seven years, increased the fiscal agriculture input.There are several indexes to measure a country's agricultural development, such as agriculture economic growth, the level of farmers'income and the grain yield. This paper analyzes the agricultural development and the current situation of agricultural investment, uses quantitative and qualitative methods to analyze the expenditure size, the structure and the agricultural subsidies. Based on the previous study, this paper proposes policies to enhance the effect of fiscal expenditure on agriculture.In terms of the size of Government expenditure for agriculture, the Government expenditure for agriculture is the reason of agriculture economic growth, farmers'income and the grain yield; it can be concluded that government expenditure has surely promoted farmers'income and the agriculture economic growth, the elasticity coefficient in order is 0.89 and 1.02; that government expenditure is not conducive to the increase of grain yield.In terms of the expenditure structure, the expenditure on agricultural production has promoted farmers'income and the grain yield; the expenditure on agriculture, forest, water conservancy, and weather has promoted farmers'income and agriculture growth; comprehensive expenditure on agricultural development has promoted farmers'income and agriculture economic growth; agricultural expenditure has promoted farmers'income, agriculture economic growth and the increase of grain yield; forestry expenditure has promoted agriculture economic growth; water conservancy and meteorology expenditure not the reason of any.In terms of the effect of agricultural subsidies, the agricultural subsidies have promoted farmer's income and grain yield, and the direct subsidies have obvious effect to farmers'income; the effect of the agricultural subsidies subjects to farmer's location, income and crop scale.According to the study of the effect of the Government expenditure for agriculture, this paper proposes three countermeasures. First, increasing the size of Government expenditure for agriculture and fixing the optimal scale. Secondly, optimizing the structure, increasing infrastructure and research investment, reducing the operating expenses, improving the proportion of agriculture expenditure in the new statistics. Finally, enhancing the effects of agricultural subsidies, increasing agricultural subsidies, enhancing the subsidies to large grain producers and the policies standards and methods must be considered the regional differences.
