| Dairy industry is an industry which saves food, works efficiently and relates to other industry closely. The sustained and healthy development of dairy industry is important to improve the diet structure of urban and rural residents, the health condition, and promote development of related industries. Judging from the System Components, dairy industry includes three parts: the production of raw milk, dairy processing and marketing systems. Dairy industry is the part of the production system of raw milk, including Dairy farming, disease control and raw milk production.During"Eleventh Five-Year"period, dairy industry becomes the fastest growing livestock industry and has become a relatively independent industry. With the high-speed development of dairy industry in Hebei Province, some deep-seated contradictions gradually exposed. With the outbreak of "Sanlu milk powder incident" in September 2008, many problems are exposed involving government, business, consumer, marketing, processing, management of milk, dairy farming, feed and other links. From dairy farming to dairy market liquidity, the whole industry chain has undergone severe shocks. Under this background, researching dairy industry development in Hebei Province has important strategic significance.Based on the dairy industry development in Hebei province over the past decade, problems existing in dairy industry should be analyzed on scientific methods, involving three aspects: the cow breeding, disease prevention and raw milk production. Through Dairy Industry in Hebei province has a dominant position in the country, the gap with the developed provinces is still large. Now Per capita share of milk is always higher than the national average and the rate has shown a steady increase.Through scientific analysis of the status of Hebei dairy industry, some problems are found including low levels of cow yields, the short usage of cows, the inadequate of good various sources ,the insufficient breeding methods behind, the imperfect of epidemic prevention system , the low quality of raw milk, and the low levels of dairy consumption. And it also analyzes the resource advantages, location advantages and dairy distribution advantages of the dairy industry development in Hebei province. Backward mode of production, the loosen connection of all sectors of the industry chain in the dairy industry, the imperfect of raw milk price mechanism are the main factors which restrict the development of dairy industry in Hebei province. This paper uses economic theory and the combination of quantitative analysis and qualitative analysis, it also scientifically considers the factors which affect the development of dairy industry one by one. Starting from the macro factors, the article analyzes the policy of dairy industry, the role of government, institutional and commercial insurance and other factors which impact on dairy farming, respectively. From the microscopic point of view, it analyzes the factors of restrict of consumption of raw milk and dairy products quality. Finally, it inspires the advanced mode of experience of dairy industry of Luoyang in Henan province, and combines with the actual needs of dairy industry's development in Hebei Province, finds the revelation of development, it should pay attention to the rational distribution of dairy products, support the development of leading enterprises, exert fully to take the leading role and actively seek a new model dairy of farming, and finally reach a conclusion and the policy thinking of economic development of dairy industry in Hebei Province. |
