Study On Evaluation Of Competitiveness Of Hebei Dairy Industry Based On Index System

Hebei dairy industry has become an important pillar industry after years of development. The melamine event which happened in 2008 caused heavy losses to most of Hebei dairy industry enterprises. It's an urgent task for Hebei dairy industry to evaluate its competitiveness and put forward countermeasures which will enhance the competitiveness of Hebei dairy industry effectively.Starting from the basic theory of competitiveness, this study analyzes the direct sources and influent factors of provincial dairy industrial competitiveness. According to the principles of science, operability and comparability, it constructs the evaluation index system of provincial dairy industrial competitiveness which involves four aspects such as production factors, consumers' demand, related industries and dairy firms' strategy, structure and rivalry.On the basis of the development situation of Hebei dairy industry this study analyzes the inner and outer environment of Hebei dairy industrial after the melamine event by SWOT method. It has been found that the strengths mainly embodied in raw, market and technology; the weakness mainly reflects in credit and brand, product structure and fund; the pportunities are mainly embodied in state and local government policy support and increased consumption and foreign capital injection; the threat mainly embodied in multinational giant, imported low-cost powder and the crisis of raw milk.Taking Hebei, Inner Mongolia, Heilongjiang and Shandong as the evaluated objects, on the basis of collecting related datas, the study depicts the dynamic changes of Hebei dairy industrial competitiveness before and after 2008. It has found that provincial dairy industrial competitiveness mainly reflects in four aspects:industry scale and efficiency, consumer demand and cost control, benefit, human resources. It has also found that Hebei dairy industrial competitiveness ranked second stably from 2005 to 2007 and the competitiveness evaluation value was rising; In 2008 Hebei dairy industrial competitiveness ranked last and the competitiveness evaluation value decimated compared to that of 2007, which tells that the melamine event has caused serious negative effects to Hebei dairy industrial competitiveness; in 2009 the competitiveness evaluation value was still at last but improved, which tells that the development level of Hebei dairy industrial has a restorative growth. On the grouds of quantitative research, this study, puts forward counermeasures in four aspects, such as government strengthens the macro regulatory control, industry association tightens management, enterprises strengthen themselves and consumers increase surport, which will enhance the competitiveness of Hebei dairy industry.
