In recent years, by energetically promoting the reform and reorganization, the number of state-owned enterprises in Shanxi Province has been greatly reduced and the enterprise scale expands unceasingly. The state-owned enterprises become more competitive and achieve good economic benefits. However, the bottleneck problem that the state-owned enterprise is lock of technological innovation, which is restricting the enterprises'sustainable development, has not been fundamentally resolved.In current times of knowledge economy, innovation is the driving force for enterprise's development. Without constant innovation the enterprise can not develop and grow. The science and technology talents are excellent group of human resources, and also are the indispensable resource for enterprise's development. Since the imperfect reform of state-owned enterprises in Shanxi Province, the problem of human resources in science and technology management has become increasingly prominent. In particular, high-quality science and technology talents turnover has become the obstacle of state-owned enterprises'development.Based on the analysis of turnover theory, brain drain control and characteristics of science and technology talents, the issue of science and technology talents turnover in state-owned enterprises of Shanxi Province is conducted an exploratory research. Firstly, the science and technology talents turnover status, turnover influential factors and negative impact brought to state-owned enterprise are analyzed. Then on the basis of qualitative analysis, some science and technology talents of state-owned enterprises in Shanxi Province are selected as a survey. Through statistical analysis, factor analysis, correlation and regression analysis, the organizational factors that influence turnover intention of science and technology talents in state-owned enterprises are summarized. The empirical analysis results show:Job satisfaction and organizational commitment are the key variables that directly influence turnover intention of science and technology talents. These organizational factors, including job factor, salary and benefits, personal development, organization environment, leadership, institutional justice and enterprise development prospects, through job satisfaction and organizational commitment influences turnover intention of science and technology talents and thereby affects the turnover behavior. In the last, the countermeasures and suggestions to attract and retain science and technology talents in state-owned enterprises of Shanxi Province are proposed from two aspects of increasing job satisfaction and strengthening organizational commitment.
