The research of Urban Agglomerations began popular in China, but mainly concentrated in the three major Urban Agglomerations-Yangtze Delta Urban Agglomeration, Pearl River Delta Urban Agglomeration and the BoHai Rim Urban Agglomeration.Since China announced the "Rising of Central China" strategy, the Urban Agglomeration in central region developed rapidly. The research of Urban Agglomerations in central region start work, which enrich the basic data for the National Urban Agglomeration. Anhui is located between the eastern and central, is an important province in central area, advantage is obvious. AnHui has been committed to the development consistent with the capital of AnHui economic circle, WanJiang Urbanized Areas and Urban Agglomeration along HuaiHe, and the Urban Agglomeration researches in AnHui are also around the three Urban Agglomerations. However, the three Urban Agglomerations, scattered and separated in different regions, can not form together, resulting in AnHui seriously lagging behind in the peripheral provinces in the Urban Agglomeration development. With the Comprehensive strength of the surrounding Urban Agglomerations growing up, AnHui increasingly heavy competitive pressure, and the gap of the level of Urban Agglomerations is also growing. In this context, uniting the three Urban Agglomerations, creating the JiangHuai Urban Agglomeration gradually went into the economic development planning of AnHui. How rapidly JiangHuai Urban Agglomeration developed, so that it can achieve on the same platform to complement each other, healthy competition, with each other to promote development with surrounding Urban Agglomerations, has become a pressing issue.Using the theory of regional economics, industry economics, micro economics and urban economics, take full advantage of existing research results, through the approach of literature review, statistical analysis, combined specification research with empirical research, combined quantitative analysis with qualitative analysis, combined with the actual development of the urban economy in AnHui, with a description of JiangHuai Urban Agglomeration development process, development significance and the municipalities and the overall development status, analyzed the problems and reasons of JiangHuai Urban Agglomeration from the Urban Flow perspective, using urban flow analysis and the measure of industrial structure coefficient of empirical analysis to know how to strengthen the Urban flow of the Agglomeration and improve the overall strength of the Agglomeration and promote the further development of JiangHuai Urban Agglomeration.Our research shows that:the current JiangHuai Urban Agglomeration still at its initial stage, the differences between the cities are big, regional cooperation awareness is the shortage, the government are competitive, competitive, the core city comprehensive strength and integrated service are not strong, the factors caused by Group in the city of the main reasons for low flow strength. To strengthen the Urban Agglomeration urban flow intensity, fast lifting the overall strength of group area should be through the use of national construction industry in Anhui province with the opportunity to undertake the transfer demonstration area, establish a scientific concept of development of Urban Agglomerations; to enhance awareness of regional cooperation to achieve the economic complementarity in the region; the member of the Agglomeration develop economic, consolidate the basis for the development of the Agglomeration; further strengthen the core city's comprehensive strength and comprehensive service capabilities, to create the regional center city; scientific planning group in the region's industrial layout, the groups in the region to achieve cross-industry division of labor; focused protection of ecological environment, establish a scientific concept of development, adhere to the strategy of sustainable development strategies to develop JiangHuai Urban Agglomeration.
