As China economy has maintaining rapid development in the twenty-first century, the status of small and medium-size enterprises in China growing more and more important. At the same time, with China economy has gradually entry into the world economy, China enterprises are facing with a global business environment, especially human resources environment from both domestic and foreign competition will become fierce. The corporate management particularly human resources management is increasing causing concern for corporate executives.ShengTai company is a small and medium-size enterprise existing bigger deficiency in the field of Human Resource Management, which is the same in domestic majority. The problem inlude the lack of Human Resource Management plan, irregular of Personnel appointments, insufficiency of talent incentive mechanism and so on. The author applies method such as investigation, study and process analysis,using H R M theory and technology, designes a Human Resource Management system for ShengTai company from the aspect of Human Resource planning, recruiting, training, salary excitation, performance management. Planning system will promote the human resources and the enterprise strategic objective to be organically combined; The salary system fulfililng the job enthusiasm which will activate employees; Lifting company overall achievement imitates thereby; The system of performance management ensuring that the personal and organization performance target compatibility; Training system will develop an employee sufficiently latent energy,so improving the performance ceaselessly.This design of this human resource management system not only in raising the Sheng Tai's overall level of human resources management, but also guiding other small and medium-size enterprises of China's human resource management system.
