With a good natural condition, Tongliao is a major base of grain-production in our country, and gets a good reputation of"Granary of Inner Mongolia"and"Golden Maize Zone". Its crop planting acreage accounts for 80% of its total planting area. Since 2004, Tongliao grain-production kept increasing in successive years, and grain output reaches 100 billion kilograms in 2008. Though severe summer drought occurs in 2009, it still reaches an output of 128.2 billion kilograms, which equals to seven times of that in 1978. Having a quarter of regional total grain output and heading the list on the planting acreage and output of corn, rice, and buckwheat, Tongliao has made outstanding contributions to national food safety and social stability.Based on economic growth theory and production theory,adopting the methods of empirical and normal analysis, quantitative and qualitative analysis, this paper studies grain-production situation and influence factors in Tongliao, systematically and thoroughly. First, in the agricultural policy background of our country and the Autonomous Region, the agricultural production at different stages in Tongliao is introduced, and grain-production on agriculture is studied comprehensively and systematically. Secondly, with extended C-D production function, various factors that influence grain-production are analyzed , which could reflect output and input of food, the situation of and trend of food productivity since reform and opening-up in Tongliao.Then countermeasures to improve comprehensive capability of grain-production and realize its sustainable growth is provided.
