Practice of all countries has proved:the industrialization and urbanization's process in any country is accompanied by agricultural land turned into non-agricultural land which is called the process of land conversion. Now, as China's industrialization and urbanization is accelerating and urbanization is rising, agricultural land is transforming into non-agricultural land, according to statistics, China's urbanization rate increased from 31.91% to 45.68% between 1997 and 2008. Accordingly, China's cultivated field decreased from the 129.93 million to 121.72 million hectares. In China's urbanization, there is irregular question in China's land conversion, such as a serious reckless use and man-made damage problems, resulting in a large waste of land resources, this will not only threaten China's grain supply and food security, but also threaten the social stability. At present, experts and scholars of academic and theoretical circles on the issue of land conversion studies in raising standards to protect the farmers the interests of the farmers, lack in the study from financial dependence on land revenue of the local government and loss of development rights of agricultural land. Therefore, based on the theory of game theory, systems theory and change the relationship between people and land, this paper from the local government financial dependence on agricultural income and loss of development rights of agricultural land, this paper studies the urbanization process, problems and causes of problems of China Rural Land Conversion status, and based on quantitative analysis and the analysis with reference, put forward suggestions in perfecting urbanization of agricultural land conversion.This paper is divided into six chapters:Chapter 1, Foreign and Chinese theory on land conversion theory. This part Includes foreign and domestic theory of agricultural land conversion and theoretical basis of Land Conversion's study. Chapter 2, status and problems of land conversion in China's urbanization. This part includes the stage, current situation and problems of Land Conversion in China's urbanization. Chapter 3, the cause's analysis of the Problems of Land Conversion in China's urbanization. This part makes analysis of the cause of the problems of rural land conversion in China's urbanization from the local point of government financial dependence and lack of agricultural land development rights. Chapter 4, the analysis of rural land conversion in China's urbanization. This part includes theoretical analysis and quantitative analysis of factors of China's land conversion. Chapter 5, the experience and learn of foreign land conversion. This part mainly describes the basic measures and the experience of the United States and Japan in the practice of land conversion in. Chapter 6, the suggestions of perfecting the land conversion in China's urbanization. Against the problems and causes of land conversion, combined with the basic experiences and measures of the United States and Japan in the practice of land conversion, this part puts forward suggestion in perfecting urbanization of agricultural land conversion.
