Under the forces of knowledge, technology and globalization, new trend emergence in services, including: Services gradually achieve a domination position in economic activities; New features is emerging in the internal structure of services; Global services trade growth rapidly. Driven by the rapid growth of services, proportion of the output and employment of services in the whole economy has continued to rise, and reached a very high level, so that the services has gradually gained a dominant position in overall economic activity.For the reasons above, this paper proposed use the New Growth Theory, Schumpeterian Innovation Theory, theory of Innovation and economic growth, services and economic growth theory and so on as the theoretical foundation. By introducing the relevant knowledge of knowledge, innovation and knowledge intensive service, and their-relationship between, research will around the organic link between Knowledge-intensive services and Public Knowledge Infrastructure's and the government, also around the status of innovation of Tianjin. Clarify the knowledge, services and innovation which triggered by the knowledge services are the most important sources of national wealth and the chief driving force of regional economic. Through analyzing the development characteristics of knowledge-intensive services in Tianjin and in China, by using the Integrated Index System of innovation, KISI Innovation Performance Factor Analysis and comparative study based on service taxonomy empirical studies such as, establish the Tianjin and Binhai New Area's comparative advantage and development priorities in development the knowledge -intensive service. And on this basis, proposed related development strategies to speed up knowledge-intensive service industries in Tianjin with a faster and better step.
