Study On Actuality And Development Countermeasures Of Rural Collective Forest Tenure Reform In Shaanxi

The new reform of rural collective forest rights system which is the most complex, greatest difficult and most effective reform since the country was found, is the second revolution after land of the household contract responsibility system. In the brand-new time of forest development, it will have fundamental significances that summarizing the experience of reform and analyzing the current problems for guiding collective forest develop in health.Though literature review, outdoor investigate and comprehensive analysis, the study anatomized the main practices, chief achievements and problems about collective forest rights system in 2007, and meanwhile, raised new plans on the development of Shaanxi forest. The results indicate:(1)The 148m hectares collective forest in Shaanxi, accounting for nearly half of land area, is 2.4 times of farmland. The collective forest rights by 2010 have completed the main task, which contains clarifying property rights and contracting to the household. The farmers become ever more enthusiastic to manage forest, which is favorable to increase farmers' income and promote rural industry structure adjustment.(2)The main factors restricting forest development have become fire prevention and insect prevention after contracting to the household, less investment, etc.,rather than property rights and management system in past.(3)There are several development countermeasures:ⅠEstablish and perfect ecological public welfare forest compensation fund system;ⅡReform and improve the collective forest fell management policy;ⅢIncreasing forest forestland moving dynamics and achieve economies of scale in operations;ⅣEstablish the public finance system to support collective forest development;ⅤProcess the forest cast financing reform;ⅥSet up sound policy forest insurance system;ⅦStrengthen social services.
