The village to village road, on the one hand takes and helps people out of their house to gain wealth, and on the other hand, it brings opportunities in and helps people cognize things outside and makes wealth of their own. The rural roads not only help Lvliang gain huge economic benefits, as public goods, they are also beneficial to the equalization of basic public services and the construction of a harmonious society, which is greatly beneficial to the society. In the dual drive of economic benefits and social benefits, the rural roads construction change rapidly and make significant progress. At the same time, valuing construction and lighting maintenance, constructing only lead to roads fallen into disrepair everywhere."Thirty percent construction and seventy percent maintenance" clearly proves the importance of road maintenance. However, the roads (especially rural roads) maintenance has serious problems in valuing construction and lighting maintenance, which caused the situation of "one year repair, two years discard and three years after becomes a large ditch" happened. For the reasons, besides it is subjected to the geographical environment, it has a lot to do with the ambiguity of the principal parts of the management and maintenance, the lackness of maintenance funds, the unprofessional maintenance staff, the imperfection of the maintenance policy and the unsound road administration mechanism. These factors work together to become the bottleneck of the rural road maintenance. Therefore, respect the natural law, suit measures to local conditions and development, improve the traffic legislation, detail maintenance work, define the custody of the principal and their responsibilities, realize the separation of management and maintenance, build perfect institutional mechanism, standardize assessment incentive, broaden sources of income and reduce expenditure, expand financing channels, cultivate professional talents and play the market function become the fundamental way for the rural road out of the plight.The author is a staff of the Transportation Bureau in Lvliang City, Shanxi Province. She finds the above problems in rural road maintenance at work and would like to share the ideas with you. This thesis takes Lvliang city as the breakthrough point and it is based on the study of a large number of administrative management theory and traffic legislation. Based on the analysis of the maintenance data of the rural road in Lvliang in recent four years, the author finds that the weak links in the rural maintenance work in Lvliang is at the grassroots level. Therefore, to avoid the limitation of talking about traffic in itself, this article will takes town construction, new rural construction and rural roads maintenance work together, puting forward a new idea of promoting Lvliang road maintenance work, this also will be the innovation of this thesis.
