It has become an important strategy of China's energy development to open up the international oil market, and share world oil resources, International oil drilling market, as an important part in the international oil market, increasingly attracts oil companies, particularly oil drilling system. There are a lot of complexity and uncertainty in overseas drilling, as well as great risk. It is an urgent problem on how to minimize the risks in the process of drilling and then gain maximum benefit. Evaluating various risk factors can help expect the occurrence of the accident, so as to advance the drilling personnel's decision-making capacity, and then to reduce accidents.This paper makes deep analysis on the issue of overseas oil and gas drilling project risk analysis and management, based on related research outcomes in-depth analysis home and abroad. Firstly, the concept of overseas oil and gas drilling project is defined, and then it sums up characteristics different from general domestic oil and gas drilling projects which are strong political overtones, wide range involved, complex and diverse constrictions, many potentials and uncertainties, difficult technical standards, specifications and procedures, and numerous and intense competition.secondly, according to the principles of comprehensive, representative, operability, intuitive and scientific, the paper makes identification and estimation on overseas oil and gas drilling project risks, selects five first-level risk factors that natural risk, social risk, economic risk, management risk and construction risk, and then determine their subordinates respectively, based on which the evaluation index system of overseas oil and gas drilling project risk is established. Thirdly, the paper focuses on the basic principles of fuzzy gray matter-element analysis, based on which risk assessment model of the overseas oil and gas drilling project is built, and further elaborates the practical application of the model with examples.Finally, from the perspective of project risk management, the paper studies the management practices on foreign oil and gas drilling project risk.
