The Study And Appraisal On Xinjiang's Science And Technology Innovation Capacity And Performance

Science and technology innovation is the main source of economic growth, the capacity and performance of science and technology innovation decide the economic development and social transformation of a country or a region side by side. How to carry on the appraisal of the regional innovation capacity and performance scientifically and reasonably, experts and scholars at home and abroad have proposed different evaluating indexes and methodologies.On the basis of previous studies, this thesis aims to construct corresponding evaluating index systems from five aspects, the input level of science and technology, the environment of science and technology innovation, the productive capacity of science and technology, the technology innovation capacity of enterprises, and the function of economic development boosted by science and technology. Then, we make evaluations on the innovation capacity of 30 provinces, autonomous regions and municipalities in 2007, with the method of Factor Analysis one by one. The aim is to provide a scientific basis for the innovation capacity comparison among Xinjiang and other regions in China. Then we take the five-aspect factor scores as new variables, to construct the final evaluating index system, and get the place of Xinjiang among 30 regions. The empirical results show that, Xinjiang's score in the capacity of science and technology innovation evaluation lags behind in China, and it performs poor in the above-mentioned aspects.In addition, the thesis is to assess the performance of science and technology innovation over the years in Xinjiang and that of the medium-large-sized enterprises, combining with the use of Data Envelopment Analysis and Factor Analysis. The aim is to find out whether the input and output level in Xinjiang is reasonable or not.
