The Appraisal Of Liaoning’s Science And Technology Innovation Capability And Efficiency

With the rapid development of science and technology and the advent of the era of knowledge economy, science and technology innovation has become the key factor of economic growth. What’s more, the regional level of scientific and technological innovation has become the most important thing in regional technology works. Liaoning’s development of economy, society, science and technology all have very important influence throughout the country. Although in recent years, the strength of our province’s science and technology innovation has been increased, it dose not match with the level of economic development. So how to make full use of the revitalization of northeast old industrial base policy and enhance the level of science and technology innovation to realize the leap-forward development of the economy has become the main subject in our province.Regional science and technology innovation capability and efficiency can reflect the ability to integrate science and technology resource and promote sustainable innovation in a certain area comprehensively and objectively, and it is also the representative index to measure the regional core competitiveness. Therefore, the appraisal of Liaoning’s science and technology innovation capacity and efficiency has extremely profound theoretical and practical significance for the policy making of regional scientific and technological innovation and the enhancing of science and technology innovation strength.First of all, this paper reviews the basic theory and related articles about scientific and technological innovation at home and abroad; secondly, this paper constructs the innovation ability evaluation index system from the innovation input, innovation output and innovation environment, on this basis, it choose factor analysis method to assess Liaoning’s science and technology innovation capacity respectively from the horizontal and vertical aspects. After that, this paper has done aggregate analysis of science and technology innovation input and output status of Liaoning Province, and then it has done dynamic and static comparison for the Liaoning’s science and technology innovation efficiency by using the input and output data and the DEA model.Studies suggest that the Liaoning Province has strong strength of scientific and technological innovation, its scores of scientific&technological innovation ability and efficiency rank in the middle upper level in the whole nation, and it shows a good momentum of development. However, through the factor analysis, the paper found there are many problems such as the unreasonable talent structure, the insufficient science and technology innovative fund, the low rate of transformation of scientific and technological achievements, the imperfect infrastructure of innovation of science and technology and so on.Finally, on the basis of previous research, this paper puts forward a series of targeted policy suggestions to promote Liaoning Province’s science and technology innovation capability and efficiency respectively from the talent team, the capital channel, the achievement transformation and the environment optimization etc.
