| With the deepening of economic globalization, regional economic development faces unprecedented competition. In such environment, regional capacity of competition is required much more stronger, which can be well described by the concept of capacity of regional technological innovation. Many factors can work on the capacity of regional technological innovation and there are some study about the influence from the factor of investment of human capital.Based on many literatures, this pater compartmentalizes education in Xinjiang into three levels as primary education, secondary education and higher education and also seven secondery levels, by which educational investment of human capital in Xinjiang can be well described; seclets four indexs as basic condition, input level, production of research and development, pervasion of technology, and also twelve secondery indexs as GDP, number of technological institutions of large and medium-scale industrial enterprises, number of personnel engaging in technological undertaking and so on. Based on method of contrast and information entropy, this paper expatiates the actualities and problems of capacity of regional technological innovation and investment of human capital in Xinjiang. We gain the relevancy degree of education levels and capacity of regional technological innovation in Xinjiang through Grey Relational Analysis(GRA), find that secondary education is the best, primary education is the second and higher education is the last one. The idiographic sequence is that senior high school education>vocational middle school education>junior high school education>elementary school education>ordinary higher school education>adult education> vestibule school education.Based on the empirical analysis above-mentioned, we finds out the reason of low relevancy degree. We also put forward some suggestions from the view of investment of human capital to upgrade the capacity of regional technological innovation in Xinjiang. |
