With the development of economy and the increasingly fierce competition,the regional innovation capacity has gradually become the key measure whichdecides the regional economic development. It also turns into an importantsymbol of the regional competitiveness. In view of the absence of relatedresearch about Fujian province, this research about technological innovationcapacity in Fujian province has certain theoretical value and practicalsignificance.This paper mainly includes the following contents: First, building the indexsystem which can comprehensively represent regional technologicalinnovation ability. Second, using principal component analysis separatelydiscusses the technological innovation capacity of the whole Fujian provinceand nine cities in Fujian province. There is a fact that technological innovationefficiency is an important part of regional technological innovation capacity,and it also affects and restricts the innovation ability. In consideration of theprevious fact, this paper also uses DEA method to analyze nine cities’technological innovation efficiency. Therefore, this text comprehensivelyanalyzes the regional innovation ability of Fujian province from threeperspectives.This theme argues that regional technological innovation ability includesfive aspects’ ability: regional technological innovation capacity of input,diffusion, environment, output and economic benefit. Thus this thesis selectsindicators from these five aspects, and then uses correlation analysis andvalidity analysis to eliminate the worse indexes. The worse indexes are theindicators that exist information overlapping or the indicators that have poorlydiscrimination. In the end, the paper confirms an index system which containstwenty-six indicators. Based on the index system previously constructed, thepaper uses the related data to make a comparison about the regionalinnovation capacity with other provinces, and find out the disadvantages ofFujian. Then, use the data of nine cities in Fujian province to discuss the regional technological innovation ability of these cities. Finally this textcalculates the technological innovation efficiency of nine cities. Combined withinnovation capacity results, nine cities can be divided into five different typesthrough clustering analysis. According to the five types, this paper proposedsome policy suggestions to improve the regional technological innovationcapacity and efficiency of Fujian province.Through the above theoretical and empirical analysis, this paper mainlyobtains the following conclusion: Firstly, regional technological innovationability of the whole Fujian province ranks at the14th. Input capacity is relativelypoor, at the17th; diffusion capacity and output capacity are respectivelyranked10and14. Secondly, nine cities’ technological innovation ability rankedfrom superior to inferior is as follows: Fuzhou, Xiamen, Quanzhou, Zhangzhou,Longyan, Sanming, Nanping, Putian, Ningde. Thirdly, nine cities’ regionaltechnological innovation efficiencies are sorted as Fuzhou, Zhangzhou,Longyan, Ningde, Xiamen, Nanping, Putian, Sanming, Quanzhou. Amongthem, Fuzhou, Zhangzhou, Longyan have reached maximum efficiencyrelative to other cities.
