The Study On Sustainable Development Of The Resource-based Cities In The Northeast China

The resource-based cities gradually with the depletion of resources has become a worldwide public topic,how to get rid of the shackles of the resources to achieve the sustained,healthy and fast economic development is the goals that the sassiduous economists around the world worked hard and struggled for. Although in the past time China has already showed the decline of the phenomenon that the resource-based cities due to the resources depletion,until the 20th century 90s the Chinese public began to attach greater importance to the economic transformation and sustainable development.Among the many resource-based cities,the Northeast region accounts for a large proportion,since it has many historical,geographical and other reasons. Since founding,the Northeast region has always been one of the important resources for the new China and has played a vital role in the Chinese rapid industrial development and accelerated the process of industrialization,because of its relatively complete industrial system and the abundant natural resources. However,because the resources are non-renewable,with the reduction of the reserves and the decline of the resource utilization,many resource-based cities has face the economic,social and ecological crisis caused by the depletion of the resource. Therefore,it is necessary to study further the sustainable development of the resource-based cities in the Northeast China.The purpose of this article is that through a systematic study on the fundamental issues and theories of the sustainable development of the resource-based cities in the Northeast China,basic theory and domestic of the foreign cities on the resource-based theory of sustainable development,to learn from Germany's Ruhr district,the French Lorraine cities of resources successful implementation of sustainable development,combined with the Northeast cities of resources advantages and the disadvantages of sustainable development,to clarify the ideas of the sustainable development of the resource-based cities in the Northeast China,and to propose the strategies of the sustainable development of the resource-based cities in the Northeast China. In this paper,the method of theory with practice,we will be developed resource-based theory of sustainable urban development and practical results of the resource-based cities in the Northeast China applied to the sustainable development of the research. Induction by reference the application,we can use the sustainable development experience of the foreign resources city , and sum up the characteristics common to guide the resource-based cities in the Northeast China out of resource constraints as soon as possible,in order to achieve the sustainable development.The following conclusions can be drawn by analyzing : the sustainable development of the resource-based cities in the Northeast China in both theory and practice are of great significance,the sustainable development is the only way to the resource-based cities. For the Northeast region,it may take the first government planning,diversified funding;adjust the industrial and economic structure,more industry and more balanced economic development;emancipate the mind,strengthen vocational training,talent introduction and use;make full use of the natural resources,develop the diversificative economy;improve the ecological environment management; establish a perfect social security system in Northeast China and other measures to promote sustainable development of the resource-based cities in the Northeast China.
