Study On Development Situation And Reform Mentality Of State-owned Seed Companies In Jining

The original monopoly of the state-owned seed companies in Chinese seed market had been broken, since the new seed system established gradually and the system reformation improved step by step. There are challenge and opportunity for the state-owned seed companies. Discussion on development and research of reform about state-owned seed enterprises should be put on the important position of agriculture. As the main grain producing areas in Shandong province, development situation and reform mentality in Jining are of great significance. Such as promoting the sustainable development of agricultural and the development and growth of new seed system, enhance the state-owned seed company's competitiveness in the market after the reformation.In this paper, mainly employed economics, marketing, agricultural modernization and other related theories. Give nalysis of the development status of Jining's agriculture, seed industry and seed enterprise by means of case studies, literature studies, field surveys, interviews. First, we realized that Jining has sufficient land, labor and other agricultural resources and vast acreage of crops, which provide broad market for the seed industry through the status of agricultural resources and production analysis; Second, described the situation of reformed state-owned seed companies in Jijing. After analytically researching the development status of the existing five state-owned seed companies and twenty-six private seed companies, we draw the point that there exsit numerous problems in state-owned seed companies, such as irregular reform, out of sales-breeding, weak anti-risk ability and other issues, beside there left a variety of issues by former reform; Third, we choose the international seed company as Pioneer, reformed state-owned seed company Xiang Feng, successfully turned around company A as case. Have sumed up experience and getinspiration by giving a riginal figure about their business and management models. We proposed that the reform advanced state-owned seed company in Jining should put focus on industrial development at the principle of balancing the interests among state, collective and individuals.In the end, based on the above analysis, we drawed the propose of promoting reform of state-owned seed companies in Jining as follows: First of all, continue to promote reform of seed management system, and resolve remaining issues; Second, for the seed market problems of Jining, establish and improve the management of institutions to develop and promote the development of trade associations, effective supervision and targeted measures to strengthen protection; Third, through the establishment of modern enterprise management system, quality management system, promotion and technical service system and other measures to achieve the standardization of the restructured enterprise management, improve their market competitiveness; Fourth, promote seed industry development, create the seed industry chain; At last, for the invasion of foreign species to the industry ,take advantage of the stratage of market consolidation, creating famous brand, complementary advantages to gradually narrow the gap.
