"People take food as the key point, grain regard land as its root." Land is closely related with people's benefit. Without land,'producing grain, developing agriculture and protecting peasants' profit have no meaning.Land, as the basic element of agriculture, is the fundamental for person existence, just as Willim D says:"Labor is the father of wealth and land is the mother of wealth." Among in our history, peasants regard achieved land as their strongest desire. China is still a agriculture country, we must rely on this condition in order to carry on modernization construction and make each person rich. If we couldn't solve the problem among agriculture, village and farmer, make each person rich will be no meaning. The key problem is the land problem. The vice present of Chinese Academy of Social Sciences Li Yang saying: " The most important effect of influence Chinese economy is the land problem in the following ten years. To protect farmer's profit, to remove citizen reform step, to promote rural land reference, to heighten land efficiency, to realize land appropriate management, all of these are important to our country's sustainable development.In order to realize this goal, we must let rural land reasonable transference. The most optimum distribution of land resources to make each land efficiency. Study on the Basis Questions of Rural Land Transference not only has theory meaning but also has practical meaning. The thesis is devoted to the research on the fundamental theory and the primary concepts of land transference, focusing on motive and conditional factor, current problems. On a basis of the research and discussion above, the thesis puts forward some strategies for the establishment and complement of land transference in China, in order to remove our country's modern agriculture faster development.
