| The promulgation and implement of shanghai tourism regulation has made shanghai tourism industry entered a stage of the legal framework, with smoothing travel management system, standardizing the behavior of tour operators to improve quality of tourism services, protecting tourists and tour operators with the legal rights and interests, promoting the healthy development of the tourism industry. In the six years of the implementation of "Travel Regulations", the pace of Shanghai Tourism economic development, the size of tourism industry and the level of social services have got an overall improvement. The tourism industry gets into the healthy and rapid development period; with the development of Shanghai tourism, a lot of new condition appears so the regulation can not resolve these problems completely; and at the same time, the impact of regulations on tourism mechanism is still in the gaps and there are some problems in the development of tourism regulations, so paying attention to the study of tourism regulations constitutes a theory problem, we must attach great importance to the theory,practice and policy levels of the issue. This paper selected the impact of the tourism industry as the research object, through research, tourism regulations clearly the specific impact of the development of tourism mechanism for the healthy development of clear policy travel industry coordinate, standardize the behavior patterns provide a basis for the Government to further improve the travel regulations to provide advice, and also to promote the theoretical study of the process-related issues. Full-text is divided into five chapters:The first chapter is Introduction. This chapter summarizes the system to explore this issue, research significance, research methodology and research contents, and also relates to the academic study of conditions at home and abroad in order to give the full-text research ideas on the bedding.Chapter II is an overview of the development of tourism regulations. The chapter introduces the domestic and international travel regulations of the development, and focus on the promulgation of the Ordinance on the Shanghai Tourism background, development process and main contents of the inquiry. Chapterâ…¢is the impact to Shanghai tourism development. This chapter first introduces the Shanghai tourism development situation before and after the implement of the travel regulations, with a view to more tourism on the basis of some understanding of the impact of regulations; and its tourism industry development, industry positioning and the Yangtze River Delta regional cooperation in tourism and other areas of the impact of macro-analysis, the final analysis of the specific regulation of the impact of tourism at all levels, such as travel agents, travel hotels, tour operators, tourist attractions, etc. from the macroscopic to the microscopic analysis of the logical order of the mechanism of tourism impact of the Ordinance.Chapter IV is tourism problems and amendments to the Ordinance. This chapter first analyzes the implementation of the Ordinance of tourism resulting from some of the problems and the reasons for these problems, thus giving rise to the need to travel to amend the Ordinance; and then analyzing the experience of foreign travel regulations on tourism based on the proposal to amend the Ordinance.Chapter V is recommending and prospecting.
