Tourism industry is considered as the sunrise industry in 21 century. Along with its fast development, the negative effects start to appear parallelly. Therefore, how to maintain the sustainable development for tourism industry becomes the focus under the background of harmonious society. However, the tourism development by community participation is regarded as the initial driving force and internal cause for sustainable development of tourism industry, hence the relationship between community and tourism development starts to be paid attention to. The author chooses the historical district as research object, together with the famous historical district-"Fu Rong Street" in Jinan as a case to probe some issues relevant with community participation.On the basis of various former research findings and under the guidance of "Stakeholder Theory", "Sustainable Development Theory", "Experience Economy Theory" as well as "Social Exchange Theory", the author tries to define historical district and community, and differentiate them from other relevant definitions. Moreover, the abundant tourism resources are categorized in order to analyze the significance for tourism development from macroscopic, mesoscopic and microscopic perspectives. After the field study (such as questionnaire and interview) on the historical district "Fu Rong Street", as well as the systematic analyses on the data collected, the author find that the community participation in Fu Rong Street is still in the primary stage, so the participation of the community residents in tourism development is limited in scope and depth, and the responsibility for each stakeholder is unclear. As a result, several issues emerge such as defective democracy management system, blocked community participation channels, insufficient financial fund, deficient laws and regulations, as well as unsound incentive system for community participation. Finally, the author analyzes the case which is related to community participation for tourism development in China, and then identifies 3 community participation models in tourism which are government leadership, community leadership and corporate leadership. By comparing these 3 models, together with analyzing the status quo of the tourism development by community participation of Fu Rong Street, the author comes up with government leadership model as the best choice. In the end, the author tries to design the particular community participation model for Fu Rong Street, also provides some proposals to improve and develop this model for the sake of the tourism development by community participation of other historical districts in China.
