As Chinese Northeast is located in blacksoil belt, it's fit for corn's growth. With the development of technology, corp has a stabilized production and high yield, which can provide a great amount of marketable grain for the country.Corn has stepped down from people's ordinary diet due to the improvement of living and change of diet habit since the Opening and Reform. So, the COFCO faces a difficult problem that is how to properly use corn, to increase added value of produce and guarantee peasants'income. In view of the output of the COFCO's investment to corn processing enterprises since 2006, one of the best way for corn utilization is to produce corn starch and further process the starch as raw material, which not only help peasants to store and sell grain, but also use the State Reserve grain efficiently so as to ensure the value-maintain and value-increase of corn. The COFCO invests to LJ Project just takes the consideration of the above mentioned.The project management theory has been improved since the middle of 20th century and extended to our country from developed countries since the late of last century. Being a large-scale enterprise in national agriculture, the COFCO is surely to introduce advanced management theories and methods in order to maximum the profit of resource during construction.LJ Project of Bio-energy Department affiliated to the COFCO is in Chinese Northeast with a short efficient time for its construction and the starch workshop(main part of LJ Project) has a lot of civil work and equipment. So, the systematic mathod is more necessary to plan the whole construction. For efficient controlling of LJ Project starch workshop construction, the following methods shall be carried out:First, make sure the scope and period of the construction of LJ Project with all information. For the scope management is the first in project management, work details and procedure can be cleared and good actions can be planned when work goals are cleared.The construction of starch workshop of LJ Project consists of three parts: civil work, procurement, and installation. The civil work and installation are to be accomplished by Party B and the procurement is to be done by Party A.Second, establish plans at different levels. The plan is the scientific prediction for future action, the detailed implemetation, and the standard and regulation for tasks. The plan shall solve the problem of teamgoals, time junction and resource demand with clear arrangement and content. The construction period of starch workshop of LJ Project can be divided into three levels according to different constructions and construction subject.Plans at different levels have their own connotations and functions: the plan at the first level is drawn up by Party A and is the overall direction for construction; the plans at the second and third level are drawn up by Party A and B, which are the implementation plans for Party B during construction. Party A is responsible for the procurement, so the description in plan is detailed, while Party B is responsible for the civil work and installation and the description in plan is unneeded.Making plan should be step by step. That is collecting information, resolving project, describing work, calculating quantanties, estimating construction period, arranging schedule, so each step needs its output.Third, implement schedule plans. The accuracy and applicability are particularly important for plans'implementation, so the parties in charge of establishing and checking plans need to modify and perfect plans to make them as directions and standards in fact. During implementation, guarantee measures should be carried out to create conditions on system, management, resource and technique for plans'implementation. After implementation, we shall record carefully in order to provide data for next rolling plans or renewing plans.The regular check for plans'implementation is necessary, which requires scientific methods and technique. To check is a main way to collect information and results of check shall be reported to all parties.Forth, control the plans'implementation. The plan is the prediction and programming for future events, for which the plan itself has deviations from the actual operation in spite of scientific method and rich experience; at the same time, the correct plan may not be carried out properly because of instant events. Plans'implementation will be more difficult for complicated construction. As a result, the control is ought to use to ensure the plans'implementation. The first control step is to analyze various factors that may limit plans'implementation For example, factors that affect LJ's design, procurement, implementation. After finding out the essence of problems, with communication, coordination, management, suitable economic measures, and so on in actual construction to defuse the potential risks, we can ensure the plans'implementation.In construction, the actual schedule might have differences with the planned one. That's to say, there are deviations, which shall be rectified on time by renewing the original plan. Like making sure the work scope, it's the first to confirm what the deviation is and identify the goals and ways for renewing the plan. There're two ways to rectify deviations of ahead time: shorten the whole construction period and adjust the other key work's time. While deviations of delay need more resource to be added, work relation to be altered, or time for a certain key task to be shortened. Renewing the plan has to aim at the latter ones next to the delayed work. It's certain that renewing the plan will change the resource utilization.
