Analysis On Japanese Industry Policy For New Energy

At the moment, majority of the countries start to realize the importance and necessity of developing new energy, and they put energy development at the strategic level of National Energy safety development. Most countries substantially increase spending on research and development in new energy, and new energy industry policy has become an important part to the governments. In recent years, Japan has been a strong leader in R&D and the products application is becoming more popular. It is attributed to the enforce policy which the government make. New energy industry not only become the main driving force of development economy, but also makes it a energy superpower country.This thesis analyzes Japan's new energy situation and achievements thru the policy by graphs and data based on the vertical time series and the horizontal comparison among nations. Nowadays, the demands for new energy are obviously more than traditional energy, and it caused growing consumption of new energy and discordance of new energy technology development. Further more, the thesis introduces the situation and development history of solar, hydrogen, biomass, .Japan's solar and wind energy industry are at leading level in the world. Japan's new energy development displays many advantages because they start earlier in developing new energy. For example, the development of energy brings the development of relevant industries. However, it is not smooth all the way and the disadvantage such as high development costs and low conversion rate still exists. Chapter 4 introduces the implementation system of the Japanese policy for new energy. The different research angle from other thesis is it demonstrates the specific implementation process through government's policy constitution and management, enterprise's technology development and reservation, society's attention and support. Firstly, the government not only enacts new law to restrict new energy industry implementation, but also provides quite support economically. It not only can reduce the traditional energy usage, but also extensively use the new energy products. Looking into the efforts and successful accomplishments of the government, enterprises and society, this chapter summarizes the main features of the policy. That is sustainable development policy in new energy through restriction of the law and planning in terms of encouragement and enforcement. This is a clear distinction with other countries. So the industrial achievement attracted world wide attention. What is innovative of this thesis is it analyzes the implementation system by the angel of relating government, enterprise, society.Chapter 5 of this article analysis the implementation of the Japanese industry policy for new energy in terms of optimum allocation of resources, national energy security and the recycling economy. Japan's industrial policies have reflected the effectiveness and superiority. This chapter summarizes the study with the fact, which the government implements. It helps the government to built a recycling society, and make a balance between supply and demand of energy products. This paper demonstrates the validity of the policy with the fact. This is a unique view on the policy for new energy.Finally, the thesis introduces the revelation to China new energy development of Japan's policy. Both China and Japan are big nation for new energy consumption; we shall accelerate the new energy development by learning Japan's experiences. In recent years, although we have some resources and technology reservation for new energy development, however, the confronting problem is difficulty in developing increases and not easy to make use of the new energy. The chapter concludes the issues China is facing: lack of sound legal policy and conduct, inferior technology development capability, low rate of conversion. To solve it and pave the way for our new energy industry development, we need to expedite cooperation with Japanese counterpart, bring in the advanced technology and experiences and enforce cooperation in new energy and environmental fields. The current facts require us to develop our new energy industry by drawing lessons from Japanese advanced experiences, and we should properly develop new energy technology and products under Japanese experiences'instruction. This not only can release our pressure on new energy, but also is beneficial for building an intensive growth, and it forms the strong basis for our sustainable development.
