Research On The Content And Method Of Urban-rural Integrated Planning About Xianyang

With the accelerated urbanization process, urban-rural development become increasingly apparent lack of coordination factors. Tthe most prominent for the widening gap between urban and rural like urban-rural imbalance in allocation of resources, urban continue to occupy rural resources and cause an increase in landless peasants, rural environment degradation. How to realize the coordinated development of urban and rural economy and society become the focus of attention. How to keep urban-rural economic-social development as the focus of attention. Urban-rural planning is an effective way to address these issues.At present the research concentrated in concept, background, dynamic mechanism, but planning of urban-rural has just started. Strengthen urban-rural planning is to accelerate the harmonious development of society means to adapt to the new situation of economic and social, promote coordinated development of urban-rural areas an important measure. Based on this, Xianyang, as the research object, the contents of its urban-rural planning and methods of empirical research.In this paper, sort out domestic and international urban-rural development theory as the starting point, "Situation Analysis-Research and development strategy formulation-key elements of planning-Conclusion concluded" as the technical route of this study, select Xianyang as the research object, to qualitative and quantitative analysis of the Urban-Rural Development of co-ordination, problems of realistic basis and economic-social conditions were analyzed to determine the development strategies, overall planning of the urban core and methods are discussed. Reached the following conclusions:(1) The use of qualitative and quantitative methods to evaluate the current urban-rural development obtained the problems are:the increasing number of rural surplus labor, a larger income gap between urban and rural residents, the development of industrial clusters need to be strengthened urgent reconstruction of urban and rural settlements system, the level of gap between urban and rural facilities, significantly so. New changes in urban-rural relations,good conditions of economic-social,the requirements of building a harmonious society, the deepening of the implementation of such regional planning to promote the urban and rural development. the core focus of urban-rural planning are population and labor force, industrial development,urban-rural settlement system of reconstruction,urban-rural public facilities and urban-rural ecological,environmental protection,urban and rural areas of space control.(2) Under the conditions to determine its urban-rural development strategies. Strategic measures:around the the goal of "urban-rural development, promoting urban-rural integration", persist principle of "rural population concent to urban communities, industry concent to park, land management to scale", through the "urban-rural labor transfer and employment, industrial development, settlement system reconstruction, ecological environmental protection, public services and facilities layout", and"space control" to advance the integration process between Urban-Rural.(3) Urban-rural planning is to narrow the gap between urban and rural areas, to adapt to rapid economic development in urban and rural population through development and employment, industrial development and layout, settlement system reconstruction, distribution of public services to promote the coordinated development of urban-rural areas.
