In our country, the farmland is on the sharp decrease, the construction land is increasing enlarging and the conflict between urban and rural construction land becomes more and more serious as a result of the fast development of urbanization, Thus how to plan urban and rural land as a whole and to optimize the structure and distribution of urban and rural land becomes an important approach to the economical and intensive use of land, an objective need of overall planning urban and rural and"five overall planning", and the demand of fulfilling scientific concept of development and of realizing the harmonious and sustainable development of economy and society.Equipped with related theory and practice both home and abroad, software of Gis and data analyzing, and the summary of development principles of urban and rural construction land in Jinan between 1997-2006, this paper analyzes the current state of urban and rural construction land using urban and rural construction land in Jinan as its object. Moreover, an overall planning project in terms of time and space is designed with the help of subarea, which aims to solve the conflict between urban and rural construction land and to optimize the structure and distribution of urban and rural land, so as to satisfy the city's requirements for land. The main achievement:(1) Analyze the change of urban and rural construction land development in terms of time and space in the past ten years with the help of geographic information system software Mapinfo and data statistical analyzing software Excel and Spss, discover that urban and rural construction land can be mainly divided into three stages: the first stage ranges from the year 1997 to 2000, the second from the year 2000 to 2003, and the third from the year 2003 to 2006. The increase rates of three stages respond to that of the demand, and the urban construction land changes in the same way; the increment of urban and rural construction land change variously in the space, which is obviously affected by urbanization and economic development, the main changes lie in Licheng,Zhangqiu,Jiyang and Changqing.(2) This paper investigates the harmony between urban and rural construction land. The discoveries are illustrated as follows. Firstly, the intensive utility level of land increases, and the economic harmony is favorable. Secondly, the comparison between the construction land urbanization index and population urbanization index reveals a fact that the speed of land urbanization is lower than that of population urbanization. Last but not the least, the harmony level of urban and rural construction land is lower in recent years. The reason lies in that the rural residential land is too large since it doesn't decrease as the urban construction land increases.(3) Using the corrected model on the standard of per capita residential area and the standard based on the actuality of every region, this paper calculates the overall planning potential of rural residence. Furthermore, the coefficient of suitable for arable land is determined dependent on the land suitability evaluation, which makes further contribution to the calculation of the overall planning potential of farmland. Subsequently, a comparison is made between the demand of urban construction land and the overall plan potential of rural residential land, which reveals that the volume can keep balance in total quantity, but nonsynchronous in time. This paper, therefore, adopts two modes, namely"interaction between urban and rural"and"complement before occupation", to solve the problem.(4) Distribute the overall planning potential of rural residence into every town, draw distinction map of the overall planning potential of rural residential land, analyse the urban spatial structure and development succession, divides Jinan's urban-rural overall plan sequence into five gradations at the town level. Moreover, different overall plan measures are put forward for every single gradation concerning funds raising, urban and rural plan, the policy constituting, classified pilot project, etc.This paper has explored the urban and rural overall plan from the perspective of construction land, and applied the theory of the urban and rural overall plan into concrete regions, which makes a progression for the urban and rural overall plan from the fundamental theory research to practice. It is admitted that this is a paper with merits and defects intermingled. Some defects of it need to be further discussed and explored.
