Study On BPR For The Centralized Purchasing Project In BCIA

Development with industrialization the centralized purchasing project faces unprecedented development opportunity face the modern world,which will become the biggest infrastructure construction in the cities ever since. However,the single government public purchasing method as our country tradition,can't afford the funds the huge urban mass transportation construction needed at face,also limited our country the development of the urban mass transportation. In order to adapt the effective economy development,lead the new mode method has become an inevitable trend of the urban mass transportation development in the centralized purchasing project.Business process reengineering is the reforming way of purchasing project that is used in the specific condition. The Business process reengineering is a huge systems engineering because the effective structure of the new mode is quite complex and multitudinous purchasing contracts,guarantee contracts an construction contracts are involved in the Business process reengineering.In order to improve project construct management system,build consummate project construct management marketable competitive structural, reduce government capital pressure. This dissertation systematically has studied the Business process reengineering following several aspects:(1) This dissertation has analyzed the development characteristic and the existing mode of the centralized purchasing project in the world.(2) This dissertation has discussed co-relational concept and essential characteristic of the Business process reengineering,analyze the differences with the previous purchasing ways,and the function and question of Business process reengineering.(3) This dissertation has analyzed of the feasibility of the Business process reengineering in BCIA centralized purchasing. Through studied the BCIA purchasing mode,this dissertation has confirmed the project objective,built consummate project construct management marketable competitive structural.(4) This dissertation has analyzed the Activity-Based Costing and the Value-chain Analysis,propose the method and measure of the Business process reengineering for BCIA centralized purchasing.
