Study On The Key Stakeholders Of China Railway Restructuring

From the beginning of the 90's of last century, China railways had been restructuring and the Ministry of Railways had discussed it a lot. In the past ten years, China railways had tried to put into different practice, but until now China railways'real problems had not been solved. This paper researches the China railways from a new angle which is Stakeholders Theory, in order to furnish basis for future reform and restructuring of China railways.This paper adopts normative study and empirical research. On the base of specialist-scored method, it defines stakeholders of railways as central government, Ministry of Railways, railroad transport enterprise, local government, railways administrations, other investors, railway staffs, competitors, creditors, consumers, suppliers and distributors. And we find that central government, Ministry of Railways and railroad transport enterprise are key stakeholders of railways restructuring through questionnaire method. Finally, the results show that China railway restructuring should consider meeting the key stakeholders'demand of centralized and safe command and public-benefit transport.
