Commercial banks have finished its reform in China; some of its branches have gone into stock market. It has become the problem of commercial banks how to fulfill its social responsibility by ensuring that stockholders are given satisfactory dividends, and how to keep sustained development and prevent the undue pursuit of maximum profits. However, the study of its social responsibility is in its beginning stages, since China is in the primary stage of market-oriented economy. A further study of social responsibility of commercial banks is of great important both to the development of commercial banks and to the creation of community harmony in China.This paper uses the research method which is the common to special and much practice. This thesis first identifies those who are related to commercial banks and their rights and interests with the stakeholders theory, and then defines the social responsibility of commercial banks that commercial banks, in the pursuit of maximum revenues, should take seriously the rights interests of those who are related to the interests of share-holders, customers, the staff, the government, the supervision institution, the environment, and the community. What is more, commercial banks should shoulder the responsibilities of bringing forth new ideas, improving the welfare and charities of the nation, and protecting the environment. Then the paper designs the commercial banks social responsibility evaluation index system which tells people how to evaluate corporate social responsibility of the commercial banks in China and also elaborates on an index system concerning this and its appraisal. Lastly, the paper puts forward a few suggestions.
