Since the United Kingdom proposed the development of low-carbon economy in 2003, low-carbon economy has become an important economic form and wons the worldwide attention. From then on, the construction of a low carbon city in which the development of the low carbon economy is the core of it has been prompted all over the world.This paper reviews the research of low-carbon city construction at home and abroad and tries to make some researches on the construction of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration based on system theory, institutional innovation theory, technological innovation theory and environmental economics theory. This paper introduces both domestic and international experience in constructing low-carbon city to give some clues on the construction of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration.Based on the above, this paper presents a mode for the development of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration, which is under the instruction of low-carbon development concepts, with the guidance of low-carbon urban agglomeration construction planning of Changsha-Zhuzhou-Xiangtan, technological innovation and institutional innovation as the driving force, and also through the industrial division among cities, technology development and cooperation, cooperation on environmental treatment, overall carbon sink construction, low-carbon inter-city transportation construction, unified systems and policies, to achieve the development of urban agglomeration low energy consumption, low pollution and low emissions. Besides, the thesis analyzes the constitution of Changsha-Zhuzhou-Xiangtan low-carbon city system.Under the guidance of the overall framework of the development mode of the Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration, this paper proposes an evaluation index system for the construction of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration. The second-grade index includes:low-carbon energy construction, low-carbon economic construction and the construction of low-carbon society, low-carbon management construction, construction of low-carbon technology, low-carbon system, construction of the ecological carbon sinks, and the linkage mechanism construction of low-carbon urban agglomeration. The second-grade index elicites 30 specific third-grade indexes with the further refinement, and with the utilization of AHP to determine the weights of various indicators. With the utilization of fuzzy math to evaluate the construction of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration, the result of evaluation shows that the status quo construction of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration is in general. In addition, this paper makes a preliminary analysis on the problems of the construction of Changsha-Zhuzhou-Xiangtan low-carbon urban agglomeration. At last, this paper prompts the solutions from the following perspectives:the utilization of renewable energy, transformation of traditional industries, strengthening the construction of low-carbon technologies, promoting low-carbon consumption, ecological carbon sinks built and the Government's policy support.
