In the process of globalization all over the world, many neighboring countries are seeking regional cooperation for obtaining the most benefit like UN and NAFTA. Northeast Asia is the core of Asia-Pacific, the cooperation is necessary among countries of Northeast Asia. By strengthening the relations and increasing interest between countries in Northeast Asia, it promotes economic development and maintain security and stability in Northeast Asia. Now is the most time, because of the better relations and deeper cooperation in Northeast Asia.Tumen River regional cooperation is the greatest potential for regional cooperation in Northeast Asia region. Its development impact the process of regional cooperation in Northeast Asia. Since 1991, United Nations Development Program (UNDP) in New York announced to the world and key support for the lower reaches of the Tumen River development project. Tumen River Area has achieved certain results after nearly 20 years of development, but its pace is slow, and level of development is still in an early stage. From the actual situation, it is feasible that a certain field or industry has the priority to develop in Tumen River Area. In particular, the cooperation of tourism industry is feasible and has great potation in Tumen River Area. So it is very important to study the development of the tourism industry in Tumen River region. Under such a background, the study focuses on the cross-border cooperation of the tourism industry in Tumen River region, trying to offer a solution to the development of cooperation of the tourism industry in this area.With reference to the relative theories of regional economics, tourism economics, management, marketing and so on, using the tools of literature review analysis, theoretical analysis and empirical analysis. The article tried to analyze comprehensively the theory and the general law and dynamic mechanism of the regional cooperation. Further more, combined with the current situation of tourism development and border tourism in Tumen River region, and finally offer the solutions. They are that establish effective tourism cooperation agency in Tumen River; establish information platform to exchange information; build tourist destination for enhancing competitiveness; by setting up publicity, improving the tourism environment, develop tourism route, increase tourism products to promote regional tourism cooperation. Establishing tourism circle is the long-term goal of regional tourism cooperation in Tumen River.
