During this period, the Armed Police hydropower troops also contracts for a large construction projects as construction contractors, such as highway, hydropower station, the real estate construction, etc. According to work procedures of the construction project, the risk management of the armed police hydropower troops as construction contractors is studied in this article. The risk management in bidding stage, construction and maintenance stages of building project are researched mainly, In the bidding stage, according to the different information content in different periods and bidding procedure, and using the risk management technique, and competitive analysis of the risk events in various periods, and dynamic management to surviving risk, the evaluation system are established. In project construction phase, making use of combining project with project, the analysis and management and dynamic monitoring to schedule, cost, quality and HSE target state of the relatively independent and easy to manage smaller unit are done, and identification, analysis and management to the occupational health and safety and environmental risk factors in the construction site are advanced, thereby the goal of total project are achieved. In the final acceptance of construction, the various risk are identified and classified, and the relevant counter-measure are formulated,which can control and reduce the damage and influence of the risks to construction side in this phase. Finally, combining with quantitative and qualitative analysis method, the methods and key techniques of risk investment management are detailedly discoursed in the article.
