Construction labor system changes have been divided into three stages in the paper. (1) The starting stage of labor system changes; Construction labor system gradually changes which the fixed labor system turns into the contracted labor system. The fixed labor system is broken, making the diversity labor ways. (2) The second stage is a developed stage. In this stage, management layer and service layer have been separated, fostering new production teams independent the construction enterprises.(3) The solid stage of labor system changes; cultivate the construction service enterprises, and point out that the peasant workers will be employed by service enterprises or other labor companies. In the process of changes, found that'form of labor'is the characteristic variables. Path dependence is gradual change and adaptive expectations which based on reform of state-owned.According to the conclusion that inspect the present conditions of construction labor system, so founding the subsistent problems are mainly:(1) Informal labor and un-corporate person construction organizations are exist; (2) Construction service market system is lost, because of this, construction service enterprises develop slowly. (3) Construction workers there is no guarantee of social security body; (4) the training and occupational skill testing works which system stipulated in are lagging. The source of construction service problems are encourage of capital accumulation and government inaction.In the light of the problems of construction service labor system, putting forward some countermeasure and advices:(1) Establish construction services labor market moving system, to standardize the construction services labor market; (2) Perfecting the social security network, making the construction workers into the system, so to protect rights of the service labors; (3) Building professional capacity attestation and testing service system, to promote construction workers'skills and abilities of self-protection.The purpose of this paper is to provide a new perspective which based on historical development for studying construction labor system, making up for the present research, and put forward policy proposal for deepening the reform of labor system changes.
