The labor market in China is developing well,but the subcontracting market is still not perfect.The labor subcontractors have low threshold and high and low quality,which is extremely unfavorable to the project.The safety risk of the project is increasing,and it is still difficult to realize the overall management of the project.A mature industry is bound to have a complete management system,from the current analysis,it is obvious that China's labor subcontracting market does not have this condition,so it has not formed a complete system management evaluation system.Because there is no feasible management evaluation system in China's labor subcontracting market,the construction industry has not yet formed a systematic management evaluation system,which makes it difficult for construction enterprises to continuously optimize the control of labor subcontractors and improve the overall benefit of the supply chain.Therefore,it is very important to design a scientific and reasonable evaluation scheme of labor subcontractor management.Aiming at the research object and balanced scorecard of China railway C company and the problems existing in the management practice of management subcontractors,a set of management evaluation system of labor subcontractors is constructed.Firstly,this paper expounds the research status of supply chain management,labor subcontracting management and management evaluation at home and abroad,and analyzes the research significance of labor subcontracting management to construction enterprises.Then,combined with the basic situation of China railway corporation,this paper analyzes the status quo,existing problems and internal causes of the management evaluation of the company's labor subcontractors.On this basis,the balanced scorecard(BSC)is used to design the management evaluation program of the labor subcontractors of China railway company C,which is evaluated from four aspects: finance,customer,internal and future.The specific implementation principles,steps and methods of management evaluation are formulated.Finally,the constructed labor subcontractor management evaluation system is applied to the management evaluation of DT bridge project of China railway C company,and the final evaluation results are obtained and analyzed.On the basis of theory and practice,this paper designs a feasible management evaluation scheme and implementation method for labor subcontractors with China railway C company as the object.The research results of this paper are helpful to optimize the labor subcontractor management of China railway C company and improve the management of the whole supply chain.At the same time,it can also provide reference for other similar construction enterprises to evaluate the management of labor subcontractors.
