Status And Countermeasures Of Farmers' Science And Technology Quality And Skill Training In Taihang Mountain Area

The Farmers'science and technology accomplishment has decisive effects on developing agricultural science and technology in constructing the new rural. The improvement of farmers'science and technology accomplishment has very important meanings for developing modern agriculture, increasing Farmers'income and changing the agricultural growth model. Training is the main ways to improve Farmers'technical quality. The economic and social development of Taihang Mountain plays an important role in Hebei Province. Since the beginning of 1979, Hebei Agricultural University uphold the "Taihang Mountain Road" , the people of Taihang Mountain Areas have become rich by science and technology, mountain have made great economic and social development, and scientific and cultural quality of the farmer greatly have increased much. But faced with the important task of building new rural, the Farmers'technological quality of the Taihang Mountain Area remained relatively low, it is necessary to study on Farmers'scientific and technological quality and the training conditions to provide a reference for making planning of training new farmers, carrying out farmer training solidly and effectively and deepening and widening "Taihang Mountain Road".In this study, it is based on the theory of human capital and behavioral change, using the method of combining with standard analysis and empirical analysis, quantitative analysis and qualitative analysis, through the investigation and study of the 25 villages in 14 counties (cities) of Taihang Mountain, combined with the literature and the Yearbook data, it analyzes Farmers'technology and technology quality, proposes the relevant recommendations to improve the Farmers'quality by carrying out farmer training. The results are as follows:The status of Farmers'science and technology quality in Hebei Taihang Mountains Area are: (1)Overall level is still relatively low and most Farmers'culture level are middle and below. (2)Farmers'knowledge about science and technology lack the depth and width. (3)The range of knowledge to master is very narrow. (4) With the popularity of modern media means, the television, radio access to agricultural technical information as the primary channel, the "neighborhood friend" of the introduction also occupies an important position.The technology training and demand conditions are: (1)Lack of farmer training supplies, and organized mainly by government. (2)Training effect has been recognized and training content and mode needs should be improved. (3)Developing production and increasing income are the basic premise of building new rural construction. (4)Agricultural advanced technology and knowledge for migrant workers is the main training needs. (5)Intuitive teaching and rich experience teachers are loved by farmers. (6)Insufficient training organization is the primary factor in training farmers.The countermeasures to improve the Farmers'quality of Hebei Taihang Mountain Area by enhancing training:(1)Strengthening the main acts of government and unified leadership, promoting multi-sectoral cooperation; (2)Increasing the input of public funds, and gradually form a diversified financing channels for farmers training; (3)Trainees as the center, pay attention to actual effect, according to local conditions and individuality; (4)Doing a good job for building of farmers and the various services; (5)Focusing on information feedback and the incentive constraint.
